Despite its efforts to be involved in the bettering of the quality of life at all fronts, trust in government is low. People experience a big gap between the technocratic government and their own skills and possibilities to take part in eGovernment.

The scenario characteristics in detail

Contextual environment

Citizens have become a little more individualistic over the last years, but still believe that a powerful government with a broad scope is in their interest. They have seen the benefits of further European integration, which has led to internal benefits (more wealth, better education) as well as external ones (the world is a little less polarized). The social and digital divides have not grown. People are mobile and feel a sense of belonging to Europe. Albeit, they are willing to move for fiscal or quality-of-life reasons, which means that especially national and regional governments are competing with each other. This play out of governments by citizens and Europeanization weaken the position of national government.

The continuous battle between the fore fighters of privacy and defendants of privacy-destructing security measures has been temporarily won by the former, now that the world is a relatively stable place. But data protection is content dependent and in urgent cases sub-ordinated in order to preserve order. Economy is strongly ICT dependent because ICT innovation is one of the main drivers for economic growth.

Governments and their stakeholders

The deployment of ICT within the public sector was not able to make alterations of governmental organization. Hence people lost their trust in government. But the technocratic government keeps on trying to serve their citizens best possible and means like monitoring and creating a large library of all governmental functions and services shall help to reorganize public administration. Unfortunately government is only in the position to provide services at the average level because of too less capacities. In order to be all inclusive government observe citizens and business needs and bought individual services on the market. Hence services are designed from the user's point of view.

Europeanization and therewith free movement of citizens leads to competition between public agencies and governments. Furthermore, Europeanization causes a swift of political power from national level to EU and local level whereby services and functions at the EU level are of common nature (e.g. harmonize security, social and tax system) and services and functions at the local level are of special nature provided in respect to demographical environment. Besides, Europeanization leads to interoperability by large (at organizational, semantic and technical level).

Participation in policy formulation is improved through the implementation and deployment of ICT for direct voting and monitoring in order catch the public opinion.

Technology

Although government becomes technocratic most citizens cannot profit from eGovernment because technology has not become understandable for non-experts. There is a shortage of ICT skills in society which counteract the governmental efforts to improve its public value delivery through deploying ICT not event a service-oriented architecture produce relief.
